The operation of private security agencies is governed by The Private Security Agencies Regulation Act, 2005, which is enforced by the Ministry of Home Affairs' Department of Internal Security.

Following the enactment of the PSARA (Act), it is mandatory for a security agency to obtain a License from the State Controlling Authority Concerned prior to commencing business, and the law provides for severe penalties in the event of non-compliance.
